MS-DOS and derivatives always use ISO-9660 (or a derivative of this). HFS support is probably available through A2FX or HFSLink. ISO is slightly trickier. I've never been aware of anything available publically, but Apple apparently had some libraries available for licensing to software authors who wanted to use ISO9660 CDs as a data source. This would need someone to write a front end if you wanted a general purpose utility for accessing files on an ISO CD.
